The Lebanese Civil Service Board has opened applications for experts to join the National Social Security Fund's Investment Committee, aiming to enhance governance and transparency in managing fund assets.

The Civil Service Board announced the opening of applications for the selection of experts to serve on the Investment Committee of the National Social Security Fund (NSSF), in implementation of Law No. 319 dated 2023/12/22, concerning amendments to certain provisions of the Social Security Law and the establishment of a retirement and social protection system, particularly Article 64 of the amended Social Security Law pursuant to Article Eight of the aforementioned law.
The Board clarified that "this step comes within the framework of completing executive procedures aimed at implementing the retirement and social protection system and enhancing good governance and transparency in the management and investment of NSSF funds, by relying on specialized expertise possessing the necessary competence, academic qualifications, and practical experience."
It added: "The Investment Committee holds particular importance given its responsibilities, notably formulating policies for deploying fund assets, preparing strategic investment plans, establishing frameworks for risk management, governance, and conflict of interest, and overseeing the executive management of investments, ensuring that fund assets are managed on professional, transparent, and sustainable bases while preserving their social purpose."
The Investment Committee consists of six independent qualified experts, plus three alternate experts, appointed by decree adopted in the Council of Ministers upon the proposal of the Minister of Labor for a renewable term of five years, in accordance with established legal procedures. The Chairperson and members of the Investment Committee receive a fixed allowance for actual attendance at each meeting for performing their assigned tasks and responsibilities. The amount and the maximum monthly sums payable to each member are determined by decree adopted in the Council of Ministers upon the joint proposal of the Minister of Labor and the Minister of Finance, provided that these allowances are competitive and consistent with prevailing market rates for similar positions or functions.
In this context, the Civil Service Board invites Lebanese men and women with relevant expertise, competence, and experience, residing both in Lebanon and abroad, especially specialists in investment, asset management, financial markets, financial and economic sciences, and other related fields, to review the announcement and submit their candidacy applications by filling out the designated form on the 'Leadership Positions' page on the official website of the Civil Service Board https://portal.csb.gov.lb/ar/FirstCategory/Default, completing the 'Statement of Documents, Experience, and Undertaking,' signing all pages, and uploading the aforementioned statement along with required documents proving fulfillment of general and specific conditions on the mentioned page, during the period from 2026/10/19 through 2027/1/31 inclusive.
