Government sources told MTV that "consensus was reached between the government, the International Monetary Fund, and Bank of Lebanon on Article 3 of the banking reform law, exactly as approved by the parliamentary Finance and Budget Committee. However, the coup against it by some MPs in the General Assembly occurred for political reasons," noting that this incident is documented in the committee's minutes and those of the parliament, as well as in the correspondence preceding the approval.

The sources indicated that "what is circulating in some circles about the possibility of obstructing or delaying the implementation of the banking reform law through a presidential appeal is inaccurate, because the law itself is suspended until the financial gap law is enacted."
