Hani Congratulates Staff Promoted to the Ministry of Agriculture's Ranks

Minister of Agriculture Nizar Hani congratulated the 24 staff members included in Decree No. 3871, which mandates their promotion from Grade III to Grade II within the Ministry of Agriculture – General Directorate of Agriculture, and their appointment to central and regional leadership positions, wishing them success and prosperity in fulfilling their new responsibilities.

He emphasized that "these promotions are not limited to addressing overdue administrative and functional status issues; they represent a fundamental institutional step in revitalizing the ministry's administrative and technical hierarchy, addressing vacancies, and strengthening its capacity to implement agricultural policies and programs and serve farmers and producers across all Lebanese regions." He added: "I congratulate my colleagues who have been promoted and appointed to responsible positions, and I wish them success in their new roles. This recognition reflects appreciation for their professional journey and competencies, while simultaneously placing on them an increased responsibility to perform, deliver results, make decisions, safeguard the public interest, and serve the Lebanese farmer."

Hani expressed gratitude to President of the Republic General Joseph Aoun, Prime Minister Najib Mikati, Minister of Finance Yassine Jabre, the Civil Service Council, and other relevant oversight and administrative bodies, acknowledging their cooperation and efforts in finalizing this file and issuing the promotions in accordance with legal and established administrative standards. He also specifically thanked General Director of Agriculture Engineer Louis Lajouad, praising his "persistent and continuous follow-up on the file, and the efforts he has made to complete the necessary procedures and bring them to conclusion."

He added: "This achievement is the result of serious institutional collaboration among all concerned parties, confirming that restoring order to the public administration is possible whenever will, follow-up, coordination are present, and everyone adheres to laws and standards that protect competence, equal opportunity, and the proper functioning of public services."

Hani affirmed that "the promotion process will not stop at this stage but will continue to include heads of departments and inspectors within the General Directorate of Agriculture, as well as heads of agencies within the General Directorate of Cooperatives, under an integrated plan to address vacancies and activate all levels of administration and expertise," stating: "We are working to complete this process to cover all eligible positions within the General Directorate of Agriculture and the General Directorate of Cooperatives. Our goal is to rebuild a clear and effective administrative structure, establish the principles of competence and merit, ensure continuity of work, enhance accountability and productivity, and improve the quality of public services delivered to citizens and farmers."

He stressed that "modernizing the agricultural sector cannot be achieved without a strong, qualified, and capable administration able to keep pace with changes," adding: "Strategies and plans, no matter how important, require institutions capable of implementation, and competent personnel to take responsibility, transform decisions into actionable programs, and achieve tangible results on the ground. These new promotions are part of an integrated initiative undertaken by the Ministry of Agriculture to modernize its administrative structure, activate its institutions and mechanisms, and equip it with the necessary human and technical resources, thereby enhancing governance and improving performance and responsiveness to the needs of the agricultural sector."

Hani concluded: "We are building a modern and effective Ministry of Agriculture based on competence and specialization, performing its role with strong presence in both administration and the field. Investing in people and institutions is the true path to reform, and we will continue this journey until all ministry bodies fully regain their capacity to serve Lebanese agriculture, protect natural resources, support rural development, and strengthen national food security."
