Prime Minister Nawaf Salam chaired a Council of Ministers session at the Grand Serail, attended by ministers: Defense Michel Menassa, Foreign Affairs Youssef Rajji, Interior Ahmad Al-Hajjar, Culture Ghassan Salamé, Tourism Laura Khazen Lahoud, Displaced Persons and Technology & AI Kamal Chahadeh, Sports Nora Bayrakdarian, Education Reema Karami, Justice Adel Nassar, Labor Mohammad Haidar, Communications Charbel Hajj, Industry Joe Issa El-Khoury, Public Works Faiz Rassamni, Agriculture Nizar Hani, Administrative Development Fadi Makki, Social Affairs Hanine Sayed, and Information Paul Morcos. Presidential General Director Dr. Antoine Shaker and Cabinet Secretary-General Judge Mahmoud Mekhié were also present.

After the session concluded, Information Minister Paul Morcos read out the following decisions:

"The Council of Ministers held its weekly session at the Grand Serail under the presidency of the Prime Minister, with all ministers present except for those of Finance, Economy, Environment, Public Health, and Energy & Water.
At the start of the session, discussions focused on the necessity and methods to increase electricity supply and secure the required resources, efforts led by the Prime Minister in coordination with the Minister of Energy & Water. A meeting was held yesterday between the President and the Minister to discuss ways to increase supply hours.
The Council then reviewed its agenda, mostly consisting of routine items which were largely approved. Key approvals included establishing alternative energy stations at the request of the Ministry of National Defense, appointing Mr. Mohammad Hazima as Governor of Nabatieh, and appointing the Board of Directors for Cooperatives, comprising non-full-time members representing public administrations.
Some items were postponed for discussion in next week's Thursday session, and it is expected that we will meet in the ministerial gathering next Monday as usual."

Questions
In response to a question about the withdrawal of Lebanese Forces ministers, Minister Morcos stated: The electricity issue is fundamental and worthy of being raised and followed up. There is diligent follow-up by President Salam with the Minister of Energy, whom he met yesterday. The President highlighted this meeting, which focused on increasing supply hours and securing necessary resources. He consulted all ministers, and there was consensus on these points collectively; no minister in the government disagrees with this matter.

Regarding the stance on seized explosives, he said: We had a clear position last Monday on this issue, which I expressed clearly. Today, at the start of the session, this matter was raised due to its importance. The Minister of Justice stated he is preparing a decree draft to refer this case to the Judicial Council. Of course, no official government position was issued, first because this topic was not included in the agenda items, and second because no decree draft was presented for review. When the project arrives, which is still being prepared, we will act accordingly.
In response to another question, he said: Each minister expresses their personal opinion. As long as the matter has not been tabled via the agenda and no document has been submitted for consideration, such as a decree draft for referral to the Judicial Council, we cannot convey an official position on behalf of the government. However, this serious matter was discussed twice in the Monday ministerial gathering, resulting in a clear official position voiced by the President. It was also raised today at the start of the session, where the Minister of Justice intervened stating he would submit a decree draft for referral to the Judicial Council, but has not yet done so for the government to take an official stance based on it, while investigations continue.

In response to another question about the seized explosives, Minister Morcos said: This issue is of great importance and will be addressed to take the appropriate stance when officially included on the Council of Ministers' agenda, after reviewing related documents and files. If it is not included and there is no document, a decision cannot be taken. A clear and firm political stance was issued on Monday regarding this matter.

Regarding President Salam's stance, Minister Morcos announced: There is a clear decision from the Lebanese government. At the same time, President Nawaf Salam's statement was clear regarding pursuing this matter to the end and taking the necessary legal measures. When the issue is brought before the Council of Ministers, the appropriate stance will be taken in light of the proposal. If the proposal is a file referral to the Judicial Council, it will be examined, especially since the matter involves technical aspects requiring completion through investigation on how to present this issue to the Council. You will see steps taken in this framework in the coming period, and we are closely monitoring the subject. The matter was raised at the start of today's session, as previously mentioned in the last ministerial gathering, but the official position has not yet been issued, pending completion of investigations, existence of a document, and official inclusion on the agenda.

Regarding the issue of electricity arrears and increasing supply hours, he said: The entire government agrees on settling all outstanding arrears. This is what the President discussed with the ministers, reaching a consensus on the necessity of paying arrears and increasing electricity supply hours.
This topic was the focus of the meeting held yesterday with the President, attended by the Minister of Energy.
