President Joseph Aoun stated that "Mukhtars play an essential role in the lives of citizens; they are the link between the people and the state, representing in their local communities the image and presence of public administration."

During his meeting with the chairman, board members, and general manager of the Mukhtars' Cooperative Fund, he affirmed that "the responsibility entrusted to them is not limited to completing transactions and organizing documents, but directly concerns citizens' rights and interests, which imposes upon them the highest degrees of accuracy, honesty, and integrity." He stressed that "clean hands are not an option in exercising public responsibility, and transparency is not a formal procedure, but rather the basis of trust between the citizen and the state. Furthermore, respect for the law and equality among citizens, free from favoritism and arbitrariness, constitute a necessary condition for establishing a fair and effective administration."

President Aoun pointed out that "serving the citizen is the essence of public responsibility, and any position held by an official, regardless of their level, is a trust that must be preserved, with duties performed selflessly and sincerely, placing the public interest above all considerations."

He concluded: "The state we seek to build is a state of law and institutions, a state that protects its citizens' rights and safeguards their dignity, where every official, from the highest positions to the smallest local administrations, is a partner in its construction through integrity, competence, and accountability."
