Shihadeh Launches Official Digital Platform for the Ministry of Displaced Persons

Minister of Displaced Persons and Minister of State for Technology and Artificial Intelligence Khaled Shihadeh launched the official digital platform of the Ministry of Displaced Persons, in a move aimed at digitizing the ministry's files and securing them, facilitating tracking of previously submitted applications and files, ensuring the protection of citizens' and displaced persons' rights.

Shihadeh emphasized during a press conference held in his office that the ministry has been committed since day one to "ensuring rights and not letting any right or claim go unfulfilled," noting that the ministry has worked on digitizing its existing files to secure them, and that the digital platform will allow every individual with an application or file at the ministry to track their request and verify its status.

He explained that a tutorial video on how to access and use the platform will be available through the ministry's official Facebook page, aiming to facilitate citizens' access to the platform and enable them to benefit from its services.

Shihadeh also mentioned that the ministry had submitted a request to the Council of Ministers for securing 30 million dollars to begin disbursing compensation to displaced persons, along with requests related to issuing decrees adjusting compensation values according to currency fluctuations, and reinstating the Displaced Persons’ Permit Law, which has been suspended since 2011.

Shihadeh: The platform does not accept new applications

Shihadeh also stressed that the digital platform does not accept new applications, but exclusively allows updating and confirming previously submitted requests, reaffirming the ministry’s commitment to protecting the rights of citizens and every displaced person, provided financial resources become available for disbursement.

He clarified that submitting or updating a file does not confirm eligibility for benefits or receipt of any compensation or financial payment, as all files remain subject to ongoing legal and administrative verification procedures.

He also announced that the platform will remain accessible to file holders for making amendments, completing files, and submitting required documents until December 31, 2026, after which access for reviewing or completing files via the platform will be permanently closed.

Data protection and confidentiality

Regarding personal data and documents, Shihadeh clarified that all information submitted through the platform will be processed exclusively for verifying eligibility and managing disbursement operations related to compensation files.

He affirmed the Ministry of Displaced Persons’ commitment to protecting this data and maintaining its confidentiality in accordance with Lebanese laws and regulations, noting that access to personal data will be restricted to authorized personnel only, and information will not be shared with any third party except as permitted by law.

Responsibility of applicants and document verification

Shihadeh stressed that applicants bear full responsibility for ensuring the accuracy of the information they provide, while the ministry reserves the right to request original documents before any final disbursement is carried out by the Central Fund for Displaced Persons. He warned that submitting forged or falsified documents exposes the applicant to legal accountability under applicable laws.

He reiterated that all information and documents submitted via the platform remain subject to verification, and uploading or submitting any document through the platform—or its receipt by the ministry—does not constitute confirmation of its validity, authenticity, or acceptance.

Updating a file does not mean entitlement to compensation

He emphasized that accessing the platform, updating a file, completing it, or providing additional information or documents does not constitute proof of eligibility or acknowledgment of any right, nor does it automatically create any entitlement to compensation.

The launch of the platform is part of the Ministry of Displaced Persons’ broader strategy toward digital transformation, modernizing administrative processes, enhancing transparency, and simplifying file tracking, while preserving the rights of those who have filed applications or whose files are held by the ministry.
