Why the Outburst and Clash Between Salam and Mnasri?

MTV reports that a heated exchange and shouting occurred between Prime Minister Najib Salam and Defense Minister Michel Mnasri just before the session on the general amnesty file. It emerged that their disagreement arose because Mnasri wanted to deliver a speech expressing the position of the Lebanese Army, while Salam believed it was the Prime Minister's responsibility to represent the government's stance.
