The Beirut Port Administration and Investment Authority disclosed details of a public tender to purchase and supply vehicles, following the complete destruction of the port's fleet in the August 4, 2020 explosion.

Issued by the Beirut Port Administration and Investment Authority, the following statement:
Within the framework of ongoing efforts to rehabilitate the Beirut Port at both operational and administrative levels, and in light of the urgent need to provide new vehicles after the complete destruction of the port's fleet, consisting of more than 75 vehicles, as a result of the explosion of August 4, 2020, noting that the administration has not purchased any vehicles since that date despite the increasing operational needs related to security, safety, maintenance, and service tasks, the Beirut Port Administration and Investment Authority affirms its commitment to adopting the highest standards of transparency and full compliance with the Public Procurement Law in all its administrative and financial procedures.
In this context, the Board of Directors of the Beirut Port approved on 10/3/2026 the terms and conditions booklet for a public tender to purchase and supply vehicles for the port, which also includes the sale of all vehicles damaged by the explosion of August 4, 2020. The tender was published on the public procurement platform on 12/3/2026, with the final deadline for submitting offers set for 22/4/2026.
After the legal deadline expired and the offers were opened, it turned out that only one bidder had submitted, prompting the Board of Directors to decide to cancel the tender and relaunch it again, in order to uphold the principle of competition and secure the best possible terms for the public administration.
Accordingly, the administration reissued a new public tender on the public procurement platform on 22/4/2026, and set the deadline for submitting offers on 8/5/2026.
After opening the offers, it again turned out that only one bidder had submitted, where the tender was awarded to the company Rassamni Younes for Cars S.A.L. RYMCO, in accordance with the provisions of the Public Procurement Law, which permits, after relaunching the tender for the second time, the possibility of awarding the contract to a single bidder when the required legal conditions are met.
However, the Beirut Port Administration was later notified of the company's withdrawal from the tender because it was the sole bidder, which will lead to the reissuance of a new public tender on the public procurement platform, in accordance with the applicable legal procedures.
The Beirut Port Administration and Investment Authority affirms its full commitment to the principles of transparency and fair competition, and its keenness to manage this file in a way that ensures the proper functioning of the public facility and provides the operational work requirements in accordance with the laws and regulations in force.
