The head of the Central Inspection, George August Attieh, issued Circular No. 6 to all general inspectorates within the Central Inspection, emphasizing adherence to official working hours and enhancing work regularity and productivity.

Issued by the head of the Central Inspection, George August Attieh, a circular bearing the number 6, to all general inspectorates within the Central Inspection, concerning "stressing adherence to the provisions of official working hours and enhancing work regularity and productivity," it stated:
"The Presidency of the Central Inspection has recently received multiple complaints and reports indicating that some employees and workers in a number of official administrations, especially service administrations, are not accurately and regularly adhering to the provisions of official working hours, whether in terms of arriving late or leaving before the end of working hours, without following the established legal procedures to justify the delay or absence, which negatively impacts the proper conduct of work and leads to delays in citizens' transactions and disruption of their interests.
Proceeding from the national role and supervisory responsibility placed upon the Central Inspection, and in light of the delicate circumstances the nation is going through, and what this stage requires of the highest degrees of seriousness, discipline, and dedication in serving the administration and the nation, the Presidency of the Central Inspection calls upon all general inspectors, each within the scope of the general inspectorate under their authority, to request all inspectors and assistant inspectors to intensify their field follow-up of official administrations, and to be strict in monitoring adherence to official working hours in terms of attendance and departure, during all working days and without any exception for any of them.
The Presidency also affirms, based on its previous relevant circulars, the necessity of following up on equipping official administrations with electronic fingerprint systems, ensuring their operation, and actually adopting their results, and directing administrations that have not yet been equipped with the aforementioned devices to contact the office of the Minister of State for Administrative Development to equip them with the necessary clocks available from him as quickly as possible, in addition to intensifying inspection tours, especially at the beginning and end of official working hours, to ensure that any violation is addressed according to legal procedures, whether by hierarchical superiors or by the Central Inspection".
In this context, the Presidency of the Central Inspection wishes to emphasize that adherence to official working hours, despite its importance, is not sufficient alone to achieve the efficient administration that citizens aspire to, but must be coupled with actual productivity, proper completion of transactions, and prompt response to people's inquiries with accuracy and responsibility. Therefore, inspectors and assistant inspectors must not be satisfied with monitoring attendance and departure, but rather follow up on the level of work and productivity and ensure that the employee's presence in the administration translates into real service to the citizen and the public interest.
The Presidency of the Central Inspection relies on the high national sense of general inspectors, inspectors, and assistant inspectors, and on their professional and human commitment, in accompanying this task with a spirit of responsibility and cooperation, as this has a direct impact on enhancing citizens' confidence in the official administration and improving the level of services provided to them.
Therefore, it stresses the necessity of adhering to the content of this circular and following up on its implementation accurately, provided that general inspectors submit reports on its results and the remedial measures taken regarding it within one month from its date".
