America Under Attack from Within: China Developing Secret Digital Weapon
China's cyberattacks are evolving beyond espionage, targeting critical U.S. infrastructure and allies' systems in preparation for potential sabotage operations affecting power, water, transportation, and communications.

Chinese cyberattacks have evolved into a threat that goes beyond spying and information gathering, with Beijing seeking to breach the vital infrastructure of the United States and its allies, according to a report by Foreign Affairs, paving the way for sabotage operations that could impact electricity, water, transportation, and communications.
According to the report, Chinese hackers have managed to access sensitive American networks and maintain this access for extended periods, while critical infrastructure in U.S. allied nations has faced similar attacks, including hospitals in Taiwan, power grids in India, and communication systems in Singapore.
Vulnerabilities That Can Be Exploited
The danger lies, according to the report, in the nature of America’s own infrastructure—many power plants, pipelines, and critical facilities rely on outdated equipment originally designed to ensure operational stability, not to withstand digital attacks.
With these systems later integrated into computer networks and remote monitoring services, new vulnerabilities emerged that can be exploited without requiring direct physical attacks.
The risk grows with the divergence between the U.S. and Chinese models, as Beijing possesses greater capacity to monitor and protect centralized state-run networks, whereas U.S. infrastructure is fragmented across thousands of private companies and local agencies, making unified protection measures and vulnerability detection far more complex.
Role of Artificial Intelligence
Artificial intelligence exacerbates this gap, according to the report, by giving attackers enhanced ability to analyze systems, identify weaknesses, and execute complex operations at high speed.
It may also make it harder to determine who is behind an attack, especially if artificial intelligence systems carry out offensive operations with a high degree of autonomy.
Yet, the technology itself offers the United States a new defensive opportunity, as experts suggest using AI to build digital replicas of real-world infrastructure, known as "digital twins," which can be continuously tested to simulate large-scale attacks and detect vulnerabilities before they are exploited.
Foreign Affairs urges Washington to establish a national secure framework bringing together government, AI companies, and critical infrastructure operators, ensuring these digital replicas undergo continuous testing and prioritize security efforts based on the most dangerous vulnerabilities.
It also recommends providing legal protections and financial incentives for companies that disclose their vulnerabilities, alongside funding for remediation efforts and information sharing with allies.
Experts warn that possessing technology is no longer the main challenge for the United States—it is the speed of its deployment. The longer vulnerabilities remain in energy, water, transportation, and communications networks, the greater China’s ability to turn digital weaknesses into tools of pressure and disruption in any future confrontation.
