The report added that US military leaders received, in mid-September, a stern warning from US intelligence agencies and other Western allies regarding potential threats targeting US facilities in Europe.
It clarified that RAF Fairford, located in southern England and primarily used by the US Air Force to deploy some of its largest bombers, was the target of a potential attack supported by Iran.
Israeli Prime Minister Benjamin Netanyahu stated that his intelligence officials also warned their British counterparts about a potential Iranian-sponsored attack, although they did not specify a particular target. Classified assessments warned that subsequent attacks were likely to involve drones.
The report noted that the warnings were general; analysts could not pinpoint a date or precise details about the conspirators, except for their conclusion that they received direction and support from Tehran.
Base commanders in Britain raised the security alert level, which had already been high since the start of the war with Iran.
On September 23, four days before the events at RAF Fairford, an Iran-backed media outlet published statements by Yahya Rahim Safavi, the former Commander-in-Chief of the Revolutionary Guard.
According to SITE Intelligence Group, which monitors online activity of terrorist organizations, Safavi condemned Europe as a "logistical hub" for the US war on Iran, naming air bases used by US forces during the conflict, including Ramstein in Germany, Aviano in Italy, and Fairford.
However, in the absence of precise intelligence regarding a specific target or timing, authorities could do little more than tighten security measures and wait.
