The Philippines is expanding defense cooperation with Ukraine to acquire low-cost drone technology and rapid innovation models, following a July 24 delegation visit to Kyiv amid escalating tensions in the South China Sea.

The Philippines is moving to broaden its defense collaboration with Ukraine, aiming to leverage Kyiv’s battlefield-tested expertise in developing low-cost unmanned aerial systems. This initiative forms part of Manila’s broader effort to strengthen its military capabilities amid rising tensions in the South China Sea.
A Philippine delegation led by Undersecretary of National Defense Salvador Mison visited Kyiv on July 24. There, it met with Ihor Kovač, Deputy Head of the Office of the President of Ukraine. The two sides agreed to begin work on a formal cooperation framework covering joint drone production, technology transfer, and cybersecurity collaboration—building on a memorandum of understanding Ukraine proposed last year.
Analysts cited by the South China Morning Post note that Ukraine’s experience using drones to impede Russian military advances offers a relevant model for the Philippines. It could support more agile and cost-effective defense capacities—particularly in maritime surveillance, reconnaissance, and non-traditional deterrence.
Chester Cabalza, founder of the Manila-based Center for Development and Security Cooperation, emphasized that Ukrainian expertise—especially in counter-drone technologies—could significantly enhance Manila’s deterrent posture. He urged leveraging Kyiv’s aerial surveillance know-how to safeguard Philippine territorial waters.
Sylwia Monika Gorska, international relations researcher at the University of Central Lancashire, cautioned against viewing the potential agreement as a direct conduit for acquiring ready-made technology. She stressed that cooperation with Kyiv may span research and development and co-production, but will be subject to intellectual property rights and military technology export controls.
Gorska added that Manila must first precisely define its operational requirements before advancing any agreement—rather than assuming Ukrainian technology constitutes an optimal solution for all challenges it faces.
Experts underscore that the Philippines’ most valuable takeaway from Ukraine extends beyond drones themselves. It includes Kyiv’s wartime rapid-innovation model—integrating frontline military personnel, engineers, software developers, intelligence specialists, and private-sector actors to accelerate combat system development.
Arnaud Lefeu, Professor of Geopolitics at Université Paris Dauphine, explained that this approach could help the Philippines build a flexible defense architecture based on low-cost reconnaissance drones, first-person-view (FPV) systems, drone detection technologies, and secure communications networks.
Lefeu noted that Ukraine—still engaged in active warfare—may be unable to supply large quantities of finished military equipment. Instead, cooperation is likely to focus on knowledge transfer, training, design sharing, and industrial partnerships rather than delivery of turnkey systems.
Although the Philippines already operates a growing drone fleet—including ScanEagle maritime surveillance systems, Hermes 450 and Hermes 900 platforms—and is developing indigenous platforms, experts argue the real value of Ukrainian collaboration lies in strengthening local innovation capacity and low-cost solutions development.
Lefeu further observed that when integrated with intelligence, electronic warfare, and secure communications, drones can improve battlefield awareness, extend monitoring over remote islands, and reduce personnel exposure in contested maritime zones.
He emphasized that the South China Sea environment differs fundamentally from combat theaters in the Black Sea. Confrontations there occur primarily within the so-called “gray zone,” involving coast guard vessels, maritime militias, and civilian ships—making drones especially effective for surveillance and evidence-gathering, rather than direct kinetic operations.
Gorska concurred, stating that the Philippines’ principal challenge is not matching China’s drone fleet size, but narrowing the information-awareness gap, securing military communications, and accelerating data analysis and operational decision-making.
She pointed out that China continues integrating unmanned systems into naval operations—including long-range BZK-005 surveillance drones—requiring Manila to rapidly advance its own intelligence collection and analysis capabilities to sustain credible deterrence.
Analysts affirm that the success of any Philippines-Ukraine agreement will hinge not only on the level of technology transferred, but also on financing, industrial capacity, joint production mechanisms, and intellectual property arrangements—all aimed at establishing a sustainable domestic foundation for unmanned systems development, rather than relying solely on conventional procurement deals.
