Qatar opens sovereign debt market to global investors via Euroclear link
The Qatar Central Bank and Euroclear have established a settlement link for local government bonds, enabling international access to Qatari riyal-denominated debt.

The Qatar Central Bank and Euroclear announced today the creation of a clearing and settlement link between the two entities for Qatar’s local government bonds. This initiative is designed to open the Qatari market to a broader range of international investors.
Enhancing liquidity and market efficiency
In a joint statement, both parties indicated that the move is expected to boost liquidity, improve market efficiency, and support international capital flows into Qatar. Under the agreement, investors worldwide will be able to purchase, hold, and settle Qatari riyal-denominated government bonds and sukuk that meet specific criteria through Euroclear’s international settlement system.
This development coincides with growing investor appetite for emerging market debt denominated in local currencies. The new structure allows global participants to access these instruments directly via Euroclear’s infrastructure.
Operational roles under new framework
According to the new operational model, Euroclear will provide international settlement services. Meanwhile, Iddaa, Qatar’s primary securities depository institution, will continue to serve local investors. The Qatar Central Bank retains responsibility for issuing securities and making payments to investors.
Euroclear is a financial market infrastructure company based in Belgium. It offers securities settlement and custody services, enabling banks and investors to hold, transfer, and settle financial assets.
