Administration and Justice Committee Continues Study of Old Rent Law Proposals
The Lebanese Administration and Justice Committee continued its review of two draft laws concerning old residential rents, addressing implementation challenges and the lack of a dedicated fund.

The Administration and Justice Committee held a session at 11:00 AM on Tuesday, October 13, 2026, chaired by MP Georges Adwan, with the attendance of committee rapporteur MP Georges Atallah and MPs: Bilal Abdullah, Hussein Al-Haj Hassan, Imad Al-Hout, Ghazi Zaiter, Osama Saad, Ali Khreiss, Ali Hassan Khalil, Nadim Gemayel, Marwan Hamadeh, Qublan Qublan, Melhem Khalaf, Halime Kaakour, Alain Aoun, Jimmy Jabbour, Paulette Yacoubian, Mohamed Khawaja, Firas Hamdan, Adnan Tarabolsi, Jamil Al-Sayed, and Waddah Al-Sadiq.
The committee began its work by continuing the study of the two draft laws related to old residential rents, having started their examination in the previous session. It reviewed the justifications for the proposals and listened to explanations from the MPs who submitted them.
Discussion focused on the reality of applying the current law and the difficulties encountered in implementing some of its articles, particularly those related to the fund, given that successive governments have not established this fund nor completed the formation of the associated committees. This has hindered the application of several legal provisions, especially regarding tenants who meet the conditions for benefiting from the fund.
Several MPs emphasized "the need for precision in discussing the two proposals, preserving the status of tenants without causing injustice to landlords." Others highlighted "the importance of adopting objective criteria, including distinguishing between contracts concluded before 1992 and those after, alongside relying on objective housing indicators and precise equations to increase rent values."
Due to time constraints and the need for further study and access to accurate figures and statistics, the committee decided to continue its deliberations on the two proposals during next week's session.
