Administration and Justice Committee Studies Draft Laws on Renaming Ministry of Social Affairs and Old Rent Contracts

The Parliamentary Administration and Justice Committee held a session chaired by its president, MP Georges Adwan, attended by rapporteur MP Georges Atallah and MPs Bilal Abdullah, Imad Al-Hout, Georges Akeis, Ghazi Zaiter, Osama Saad, Ali Khreiss, Ali Hassan Khalil, Nadim Gemayel, Marwan Hamadeh, Qoblan Qoblan, Amin Charri, Melhem Khalaf, Halime Kaakour, Paula Yacoubian, Qasem Hashem, Mohamed Khawaja, Jamil El-Sayed, and Ibrahim Mneimneh.

The committee began its session by studying the draft law transmitted by Decree No. 1627 dated 23/10/2025, aiming to amend certain provisions of Law No. 112 dated 2/4/1993 and its amendments (establishing the Ministry of Social Affairs). For this purpose, it reviewed the justifications as well as the report from the Health, Labor, and Social Affairs Committee. MPs discussed the aforementioned project, with some noting that changing the ministry's name may not align with its tasks, which are predominantly focused on social affairs, while only a few rely on development issues. Following discussion and deliberation, the committee postponed deciding on the project until after hearing from the Minister of Social Affairs.

The committee then moved on to study the draft law regarding old residential rents, reviewing the justifications. It also listened to explanations from the MPs who submitted the proposal. The committee president presented several articles in the current law, particularly those that had been obstacles to implementing certain provisions of the rent law.

As a result of the discussion and deliberation, and after reviewing the draft law aimed at amending the rent law submitted by MP Nadim Gemayel, and since the discussion led to consensus among committee members on the necessity of addressing the existing problem resulting from current circumstances, as well as the reality created by the executive authority's failure to establish the fund, members agreed on the need to draft amendments that ensure housing stability without being at the expense of the landlord, but rather by establishing a balance between both interests and guaranteeing the rights of both parties.
Due to time constraints and the need for further study of the mentioned proposals, the session was adjourned, with the committee set to continue its work in next week's session.
