Constitutional Council Suspends Validity of General Amnesty Law
The Lebanese Constitutional Council has suspended the validity of Law No. 70/2026, which granted a general amnesty and reduced certain penalties, citing constitutional concerns.
The Lebanese Republic's Constitutional Council issued Decision No. 10/2026 on September 10, 2026, ruling to suspend the validity of Law No. 70/2026 concerning the granting of a general amnesty and the exceptional reduction of certain penalty durations.
The decision followed a session held by the Council under the presidency of Judge Tanos Mesleb, with the attendance of judges Oni Ramadan, Ahmad Akram Beasiri, Albert Sruhan, Radia Abu Gaida, Fawziat Farhat, Michel Tarsi, Elias Msharkani, and Mirai Najm, while Vice President Judge Omar Hamza was absent due to illness.
After deliberating on the appeal filed against Law No. 70/2026, the Constitutional Council decided, by majority, to suspend the validity of the challenged law.
It also resolved to formally notify the decision to the President of the Republic, the Speaker of the Parliament, and the Prime Minister, and to publish it in the official gazette.
