Finance Minister Issues Two Decisions to Simplify Administrative Procedures and Update Financial and Tax Provisions
Finance Minister Yassin Jaber issued two new decisions aimed at simplifying administrative procedures and updating certain financial and tax provisions, after completing the necessary legal stages and consulting the State Shura Council.

Finance Minister Yassin Jaber issued two new decisions that fall within the framework of simplifying administrative procedures and updating some financial and tax provisions, after completing the necessary legal stages and consulting the State Shura Council.
The first decision amends Decision No. 873/1 dated October 24, 2025, regarding the rules for exempting requests, petitions, summons, statements, and copies of documents attached to requests submitted by citizens from the financial stamp fee, so that the scope of exemption has been expanded to include requests, petitions, summons, and statements submitted by individuals to the state, municipalities, or public institutions, while maintaining the exception for requests to register contract minutes with real estate departments, and requests or pledges submitted for participation in public tenders and price offers.
As for the second decision, it amends Article Two of Decision No. 1/1022 dated November 11, 2016, regarding the determination of amounts paid by private sector employers to their employees for necessary incidental expenses that are difficult to prove with documents and which fall within the context of transportation compensation, so that the maximum compensation has become three million Lebanese pounds for each working day within Lebanese territory, and nine million Lebanese pounds for each working day outside Lebanese territory.
The two decisions come into effect immediately upon their publication in the Official Gazette, provided that the decision regarding transportation compensation is also published on the website of the Ministry of Finance.
