Former bureaucrat Osman Arıkan Nacar, accused of fleeing with 20 billion TL, appears in insurance records as a chauffeur earning the 2026 minimum wage.

Insurance documents cited by columnist İsmail Saymaz reveal that former senior bureaucrat Doç. Dr. Osman Arıkan Nacar has been registered as an official chauffeur since 2023. The records list his gross monthly salary at 33,030 Turkish Lira, matching the minimum wage set for 2026. This disclosure emerges amid allegations that Nacar withdrew 20 billion TL from the financial system before leaving Turkey during the ongoing fund crisis investigation.
Nacar is identified as one of three major shareholders in E-Data Teknoloji, holding a 21.28 percent stake. Authorities arrested Ali Göl, another partner in the company, within the scope of the probe. Investigators claim Nacar transferred the massive sum abroad prior to the crisis erupting. The alleged amount represents approximately ten times the 2.2 billion TL profit linked to former Minister of Family and Social Policies Fatma Betül Sayan Kaya and her spouse.
Records indicate Nacar held high-level positions between 2001 and 2024 across the Ministry of Health and the Ministry of Labor and Social Security. His career began in 2001 as a civil servant at the Şırnak Silopi Tuberculosis Health Center. He worked at Ankara Numune Education and Research Hospital from 2002 to 2013, then served as Deputy Head of the Medical Devices and Cosmetics Department at the Ministry of Health until 2015.
He returned to Ankara Numune Hospital between 2015 and 2017. Subsequently, he acted as Deputy Undersecretary at the Ministry of Labor and Social Security from 2017 to 2018. After a brief period co-owning a private firm, he taught as a professor at Yüksek İhtisas University from 2019 to 2024. Key roles included heading the Medical Devices Department and serving as President of the Turkish Medicines and Medical Devices Agency, alongside leading the General Directorate of Emergency Health Services.
Nacar ran twice as a candidate for parliament under the AK Party banner ahead of the 2015 and 2018 elections but failed to secure a spot on the final lists. His brother, Halil Nacar, currently serves as the Provincial Director of Health in Adana. Halil had previously been nominated as a mayoral candidate in Yüreğir but returned to his health directorship after losing the election.
The most striking detail in the insurance filings identifies Nacar as the chauffeur for Ervin Asan, born in 1993. Public sources describe Asan as a Romanian citizen born in Constanța who works as a singer. In these records, Asan appears employed as a marketer at Kilikya Tarım Anonim Şirketi in Adana’s İmamoğlu district. The company’s owners are listed as Mehmet Çalışkan and Eysa Tosmur Candan.
Candan is also noted as a founder and one of five partners in Fubs Bank, a digital deposit bank operating under the Tosmur Group established in Adana in 1968. Her brother, Fatih Candan, chairs the bank’s board. The Banking Regulation and Supervision Agency granted Fubs Bank its establishment license in 2022 and operational permission in 2024.
