The 23rd Arab Conference of Heads of Correctional and Reform Institutions will be held in Cairo from June 27 to 29, 2026, under the patronage of Egypt's Interior Minister.

The General Secretariat of the Council of Arab Interior Ministers announced that Cairo will host the 23rd Arab Conference of Heads of Correctional and Reform Institutions from June 27 to 29, 2026, under the patronage of the Honorable Mahmoud Tawfiq, Egypt's Minister of Interior. Participants will include representatives from the interior and justice ministries of Arab countries, the Arab League, the United Nations Office on Drugs and Crime, Naif Arab University for Security Sciences, and officials from the General Secretariat of the Council of Arab Interior Ministers.
The conference will be inaugurated by the Assistant Minister of Interior for the Community Protection Sector. The opening ceremony will feature a speech by the Secretary-General of the Council of Arab Interior Ministers. The agenda encompasses several key topics such as digital transformation and the application of modern technologies to enhance the security and management of correctional and reform institutions. Discussions will also cover the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules), the pre-release care program and rehabilitation language from the Ministry of Interior of the Kingdom of Bahrain, as well as experiences and efforts by member states to develop correctional and reform institutions.
Prior to the conference, a workshop will be held focusing on improving healthcare services provided to inmates within correctional and reform institutions in the framework of human rights. The General Secretariat will submit the conference's recommendations to the upcoming session of the Council of Arab Interior Ministers for appropriate action.
