Ukraine is struggling to intercept Russian ballistic missiles as its supply of US-made Patriot interceptor missiles diminishes. During a meeting with Ukrainian President Volodymyr Zelensky on the sidelines of the NATO summit in Ankara, US President Donald Trump stated, "We will give you a license to manufacture Patriots." He added to reporters, "We have not informed the company yet, but things will go well."

On Wednesday, Russian strikes killed at least ten people in Ukraine, including three in Kyiv, according to local authorities. Ukrainian military expert Serhiy Zghurets noted that Russia holds an advantage in ballistic missiles and is exploiting Ukraine's reduced Patriot missile stock to target Kyiv. He told Agence France-Presse, "This enables the enemy to use such attacks as a means of psychological pressure."

Given the lengthy production process, the licensing to manufacture the Patriot system—one of the most advanced air defense missile systems worldwide—may not immediately resolve Ukraine's challenges. The US Foreign Policy Research Institute reports that producing an air defense missile can take up to 24 months, with an additional 30 months required to produce its engine.

Despite intensive recent Russian bombardment of Kyiv, Ukraine has recently managed to stabilize the front line and carry out strikes deep within Russian territory. Trump commented that these strikes might contribute to ending the war, stating, "It is an escalation, but that may also help reach an end [to the conflict]."

The tone between Trump and Zelensky appeared friendlier than during their tense meeting in the Oval Office last year. Trump remarked, "It is hard to believe that since our meeting in the Oval Office, we have been able to build a very good relationship."
