The Kuwait Securities Market Authority has issued Goldman Sachs International its first institutional marketing license for an offshore collective investment scheme, as the firm opens a new Kuwait office in October.

The Kuwait Securities Market Authority announced it has granted Goldman Sachs International the first institutional marketing license for a collective investment scheme established outside Kuwait. The authorization permits the firm to market such schemes to institutional investors within the country.
Goldman Sachs opened a new office in Kuwait in October as part of its broader regional strategy to expand client services across the Middle East and strengthen its operational presence in the region.
In a press statement, the Securities Market Authority said the licensing decision forms part of its strategic objectives, particularly those aimed at developing the national financial ecosystem. The authority described the move as a direct implementation of its vision to position Kuwait’s market as an attractive destination for international financial institutions.
The authority further clarified that the license supports efforts to foster a conducive regulatory and operational environment for conducting financial activities locally.
