Beirut Municipality Sets Waste Disposal and Goods Unloading Hours
The Beirut Municipality has issued new regulations specifying strict hours for waste disposal and goods unloading, following a decree by Governor Marwan Abboud. The rules target commercial and residential establishments to ensure public cleanliness.

The Beirut Municipality announced the regulation of waste disposal times and goods loading/unloading operations, based on the amended notice No. 10299 issued by Beirut Governor Judge Marwan Abboud. It requested "commercial, tourist, educational, and service institutions, especially restaurants, cafes, nightclubs, hotels, hospitals, universities, schools, large shopping centers, and major residential complexes" to "commit to disposing of waste exclusively in designated containers between 8:00 PM and 2:00 AM."
It also demanded that "the unloading, loading, and offloading times for the aforementioned institutions be restricted to between 7:00 PM and 7:00 AM, and between 10:00 AM and 1:00 PM."
It confirmed that "disposing of waste outside the above-specified times, or placing it on sidewalks, roads, or next to containers, is strictly prohibited. Conducting goods unloading operations outside the specified timing is also prohibited, under legal liability and the issuance of violation reports against offenders in accordance with applicable laws and regulations."
It tasked the "Beirut City Guard Force, the General Cleanliness Department, and other competent municipal bodies with monitoring the implementation of this notice's provisions and taking necessary measures against violators."
It noted that "Spear Street – Clemenceau – Abdel Aziz in the Hamra area are adopted as model streets for the strict application of these standards, pending an evaluation of results to generalize the experience to other areas of the capital."
It wished all citizens and business owners "cooperation and adherence to the content of this notice, to preserve public cleanliness, health, and safety, and to maintain the civilized appearance of the city of Beirut."
