The Ministry of Education and Higher Learning addressed the Educational Inspectorate's opinion regarding the annulment of the Cabinet decree exempting the ministry from conducting the 2026 intermediate certificate exams.

The Ministry of Education and Higher Learning issued a response to the Educational Inspectorate's opinion calling for the cancellation of the Cabinet decree that exempts the ministry from administering the official intermediate certificate exams for the year 2026.
In a statement, the ministry clarified that it adheres to the principles of transparency and the procedures mandated by law. It explained that before submitting any decree to the Cabinet, it obtains the binding opinion of the State Council, in accordance with established procedures. The ministry noted that this process applies to the decree in question.
The ministry further emphasized that it had hoped the Educational Inspectorate, if it had an opinion as a form of consultation—since its opinion is not binding in such matters—would have followed legal procedures and used official channels and correspondence. Instead, the ministry criticized the Inspectorate for expressing its views via the Facebook page of one of its officials to pursue private political objectives unrelated to the applicable laws and regulations.
