State Council Overturns Audit Office Ruling on Ogero Hiring Practices
The State Council issued a decisive ruling partially annulling the Audit Office's decision on Ogero's employment irregularities, rejecting justifications of staffing pressure and subscriber growth.

On January 29, 2026, the State Council issued a pivotal ruling numbered 240/2025-2026 that partially overturned the final decision of the Audit Office No. 61/R.Q. dated December 21, 2021, concerning the employment file at Ogero. The Council fully adopted all grounds presented in the appeal filed by the Public Prosecutor at the Audit Office, Judge Fawzi Khamis, in a single motion.
The Council's decision rejected the explanations of "staffing pressure" and "increase in subscriber numbers" as justifications for the unlawful hiring of 500 employees at Ogero.
It endorsed the legal arguments submitted by the Public Prosecutor, definitively dismissing the claims of "expiration of the two-month period" and "acquired rights." The Council agreed that the case should be addressed by strictly applying Article 86 of the Audit Office Regulation Law, which mandates the competent chamber to order a suspension of expenditure disbursement. The ruling emphasized that "there is no immunity or justification for any waste of public funds."
