Retail theft in Germany has surged to over €5.11 billion in losses, driven by organized crime and inflation pressures on consumers.

Retail outlets across Germany are experiencing a worsening crisis as losses due to theft have surpassed €5.11 billion. This increase coincides with the rise of organized criminal groups and growing economic pressures on consumers.
A report from the German Retail Research Institute (EHI) reveals that stolen merchandise value exceeded €4.3 billion. Approximately €3.05 billion of this stems from customer theft, while a significant portion of losses is attributed to professional criminal networks targeting high-value products.
The study highlights that theft incidents have evolved beyond isolated cases to involve complex, organized gangs responsible for about one-third of total losses. This development presents a considerable challenge for retailers and law enforcement agencies in combating these crimes.
Experts suggest that Germany’s rising inflation rates may contribute to the increase in thefts. Since 2020, living costs have risen by more than 20%, with food prices increasing roughly 35% during the same period.
Economists point out that inflation reduces individuals’ purchasing power, potentially pushing financially strained groups toward committing offenses. Additionally, organized crime and insufficient oversight in certain cases exacerbate the issue.
Media reports indicate that German retail stores spend around €3.3 billion annually on security measures, including surveillance cameras, security devices, and private security firms, aiming to curb the growing theft rates.
Specialized reports warn that these security expenses could indirectly raise product prices, meaning consumers might bear part of the financial burden resulting from theft losses.
Amid the expanding crisis, the German Trade Association (HDE) has called for stricter security and legal actions to combat retail theft. It urges strengthening the roles of police and public prosecutors in pursuing organized criminal gangs.
Estimates also suggest that approximately 98% of theft incidents go undetected or unreported, underscoring the true scale of the problem within Germany’s retail sector.
