Russian oil refineries, which for years represented one of the most prominent symbols of President Vladimir Putin's strategy to modernize the energy sector, have turned into main targets in the Ukrainian long-range campaign, after Kyiv succeeded in targeting vital components inside the refineries, leading to the disruption of a large part of Russian production capacity and prolonging repair operations.

According to an analysis by the Financial Times based on satellite imagery, thermal data, and refinery plans, the effects of the attacks are still visible in several of the largest Russian refineries weeks, and even months, after they occurred, indicating the scale of damage to energy infrastructure.

Tuapse Refinery

The Tuapse refinery on the Black Sea is a prime example of this shift. In 2013, Putin visited it to inaugurate a new processing unit, describing its technology at the time as "exceptional," as part of the Russian refining industry modernization program.

But 13 years later, the refinery became one of the most damaged facilities by Ukrainian strikes, after drones targeted it in late April, causing massive fires and thick clouds of smoke.

Analysis estimates indicate the destruction of more than 12 oil storage tanks with a total capacity of nearly 80,000 cubic meters, in addition to damaging a secondary processing unit responsible for converting heavy oil into high-value products such as diesel, jet fuel, and gasoline.

Experts believe that destroying these units does not completely stop the refinery, but it reduces its ability to produce high-quality fuel and makes its return to full operation a complex and lengthy process.

Targeting the 'Bottleneck' in the Refining Process

The attacks were not limited to fuel tanks, but focused on the most sensitive units within the refineries, such as desalting and dewatering systems for crude oil, distillation units, and secondary processing units – equipment that is difficult to manufacture or replace quickly.

According to energy sector experts, destroying these components disrupts the refining process from the start, even if the rest of the facility remains intact, while repair work typically takes several months.

The Omsk refinery, one of the largest in the world, also suffered damage to these units, despite being located about 2,500 kilometers from the Ukrainian border, reflecting the breadth of Ukrainian strikes deep inside Russian territory.

Slow Recovery

Satellite images showed that the effects of the attacks remained visible in most of the ten largest Russian refineries, including Moscow, Omsk, and Tuapse refineries, where damaged oil tanks, pumping stations, and pipelines remained unrepaired for weeks.

Thermal data also revealed that some facilities remained completely shut down, including the Kstovo refinery in the Nizhny Novgorod region, whose distillation units showed no thermal activity until mid-July, after being attacked in May.

Studies based on measuring nighttime lighting around refineries indicate that industrial activity significantly declined after the strikes, with the drop lasting more than a year at some facilities – an effect not recorded to the same degree at military sites or fuel depots.

Fuel Crisis and Defenses Under Pressure

According to the report, Ukrainian strikes contributed to disrupting between 30% of actual operational capacity and 45% of the nominal capacity of Russian refineries, leading to a fuel crisis and restrictions on the sale of petroleum products in large parts of the country.

Despite Russia's success in restoring some of its production capacity by restarting some refineries, experts believe that local supplies still face significant pressure due to the continued outage of a number of key units.

In response, Russia has strengthened its defenses around refineries since 2022 by deploying protective networks and anti-drone systems, but simultaneous Ukrainian attacks using drone swarms have been able to penetrate these defenses.

Businessmen in the Russian energy sector say that protective measures that were effective against one or two drones have become less effective against mass attacks, as it is practically difficult to intercept several drones targeting the same point at the same time, which increases the cost of protecting vital facilities and gives Ukraine an effective tool to pressure the Russian energy sector.
