Spanish national police and civil guard personnel accompanied migrants from Ceuta’s beach to temporary reception centers in Loma Margarita and El Emplazamiento. By late morning, authorities had relocated more than 1,200 individuals. Local reports placed the total number of arrivals at up to 1,700. The beach was subsequently cleared, although some migrants returned to the site.

Temporary accommodation capacity

Authorities arranged space for approximately 1,800 people across military installations and tented facilities. Additional reception sites are scheduled to open in the coming days. These centers aim to provide drinking water, food, sanitation facilities, psychosocial support, and safer shelter, while restoring basic health conditions previously absent on the beach.

International humanitarian response

The United Nations High Commissioner for Refugees urged Spain to guarantee access to healthcare and asylum procedures, and to identify individuals requiring international protection. Human Rights Watch stated on 21 August that thousands of people had spent nearly three weeks sleeping outdoors without adequate sanitation or clear access to legal processes.

Background: The July 30–31 mass arrival

This situation followed a collective crossing from Morocco on 30 and 31 July, during which more than 72,000 people entered Ceuta, according to Spanish government estimates. Most have since returned to Morocco. At least 90 people were reported dead during that wave of crossings.
