A sweeping new counter-terrorism strategy released Wednesday by the Trump administration singles out Europe as a “haven” for terrorism, linking the threat directly to mass migration. The document also broadens the definition of extremism to include “violent leftist extremists” and groups described as “pro-transgender.”

The strategy, led by White House counter-terrorism coordinator Sebastian Gorka—who has faced scrutiny over past ties to far-right groups, according to AFP—places drug cartels from North and South America at the center of US counter-terrorism efforts as well.

Europe as a ‘Cradle’ in Decline

The harshest language in the document is reserved for Europe, a region home to many of Washington’s traditional allies. The strategy warns that “well-organized hostile groups exploit open borders and associated globalist ideas,” adding that “the longer these foreign cultures grow and current European policies persist, the greater the likelihood of terrorism.”

“As the cradle of Western culture and values, Europe must act now and stop its deliberate decline,” the strategy states. This critique follows President Donald Trump’s recent national security strategy, which warned the continent faces “civilizational erasure” due to immigration.

Trump has also publicly criticized European NATO allies for failing to provide adequate support during the US-Israeli military campaign against Iran.

Targeting Leftist and ‘Pro-Transgender’ Groups

The strategy devotes significant attention to what it calls “violent leftist extremists,” including anarchists and anti-fascists, framing them as a major concern for the Republican administration. It explicitly states that US counter-terrorism efforts will prioritize “neutralizing violent secular political groups whose ideology is anti-American and radically pro-transgender and anarchist.”

This marks an escalation in the administration’s political offensive against domestic opponents, broadening the scope of what constitutes a terrorism-related threat.
