US approves military deal for Qatar exceeding 5 billion dollars

The US State Department on Friday issued a decision approving a potential military sales deal for the government of Qatar, which includes the purchase of the Advanced Precision Kill Weapon System (APKWS) and refurbishment services for the Patriot air and missile defense system, with a total value exceeding 5 billion US dollars.

The Department added, in a statement published on its website, that the government of Qatar requested to purchase 10,000 fully-equipped units of the second-generation Advanced Precision Kill Weapon System (APKWS-II), along with other non-major defense equipment items, such as LAU-131 air-to-air missile launchers, Mk-152 high-explosive warheads, MK66 rocket motors, WTU-1/B training warheads, and inert MK66 rocket motors.

The statement continued that Doha also requested to purchase 200 missile interceptor radars for the PAC-2 advanced Patriot system, and 300 PAC-3 radars, in addition to a number of non-major defense equipment items, which include: PAC-2 and PAC-3 missile spare parts and ground support equipment, classified and unclassified repair services, a PAC-3 missile field surveillance program, in addition to support equipment, technical publications and documentation, transportation services, as well as engineering, technical, and logistical support services provided by the US government and its contractors.

The statement indicated that US Secretary of State Marco Rubio decided, and provided a detailed justification, that an "emergency" exists requiring the immediate sale of this defense equipment and services to Doha, emphasizing that this serves the national security interests of the United States, which allows for bypassing Congressional review requirements.

According to the statement, this deal will support the foreign policy and national security objectives of the United States by "enhancing the security of a friendly nation and strategic regional partner that has been and continues to be a driving force for political stability and economic progress in the Middle East."

Enhancing Qatar's Defense Capabilities

The statement also clarified that the potential deal will enhance Qatar's ability to confront current and future threats, strengthen its national defense, and act as a deterrent to regional threats, by enabling it to operate within bilateral and multilateral alliance environments, and increasing interoperability with US military units for training and defense purposes.

The Department noted that Doha will use the "Patriot" missile system to enhance its missile defense capabilities, defend its territorial sovereignty, and deter threats to regional stability, affirming that it will not face any difficulty integrating this equipment and these services into its armed forces.

The Department emphasized that the sale of this equipment and support will not alter the basic military balance in the region.

According to the information in the statement, the principal contractors for these deals will be BAE Systems for the (APKWS) system, and Lockheed Martin and RTX Corporation for the Patriot system, noting that the US government has not yet received any notification of proposed offset agreements associated with these potential sales, and that any such agreement will be determined later during negotiations between the buyer and the contractor.

The statement clarified that the implementation of these deals will not require sending any additional representatives from the US government or contractors to Qatar, and will not have a negative impact on US defense readiness.
