Ministry of Education Clarifies Confusion Over Free Applications and Certificates

Issued a statement by the Ministry of Education and Higher Education regarding the ongoing confusion about free applications and the procedure for issuing certificates, stating: "In light of the confusion surrounding the status of free applications and the procedure for issuing certificates, the core issue lies in the text of the law issued by the Parliament."

It added: "The law stipulates the cancellation of official examinations for the Brevet and Official Baccalaureate, and the issuance of certificates to students in the third secondary year and technical baccalaureate. However, it does not specify the legal and procedural mechanism for issuing these certificates, particularly concerning the intermediate certificate, nor does it address the situation of candidates from free applications."

Conversely, minutes from a session of the Parliament's Council indicate approval of official examinations for free applicants, not the granting of certificates, while the law does not provide any mechanism for organizing such exams should they be adopted."

The statement continued: "Given its commitment to proper implementation of the law and avoiding any action that might contradict its provisions, the Ministry of Education and Higher Education found itself compelled to seek the opinion of the Legislative and Advisory Board on these matters, and is awaiting the legal opinion before taking appropriate decisions, whether regarding the procedure for issuing certificates or the status of free applicants, in alignment with a sound legal interpretation of the text."

The ministry urged to "await the issuance of the legal opinion before drawing any conclusions or disseminating inaccurate information," reaffirming that "it will announce the decision as soon as it arrives, ensuring the rights of all candidates are protected and the law is properly implemented.
