New Environmental Fees in Lebanon: 3% on Tobacco, Alcohol, and Apparel, 2% on Vehicles

The Council of Ministers approved a decree mandating amendments to environmental fees imposed on waste-generating products, as part of updating the calculation mechanism and broadening its application to include a wider array of goods and items.

Under the decree, a 3% environmental fee is levied on tobacco, manufactured tobacco substitutes, and alcoholic beverages, with the same rate applying to clothing and related items, footwear, and headwear.

The decree also stipulates a 2% environmental fee on passenger vehicles and transport vehicles, along with varying fees on numerous other industrial and consumer products, while maintaining exemptions for certain categories from additional charges.

The decree clarified that the environmental fee amount is determined based on the quantity or type of waste generated during product manufacturing or usage, and the decision will take effect from the date of its publication in the official gazette.
