The Private Educational Institutions Syndicate affirmed that it is "not a security authority to bear any responsibility," calling on "schools under its umbrella not to make their schools available to the Ministry of Education as official exam centers."

It considered that "with reference to Circular No. 33 issued by the Ministry of Education and Higher Education, what is stated therein constitutes an attempt to burden school administrations and parents with the responsibilities and consequences of the decision to hold official exams, whereas the primary responsibility for this decision and the resulting risks or repercussions falls on the state, the Ministry of Education, and the competent official authorities."

The Syndicate affirmed that "out of its concern for the safety of students and workers in the educational sector, educational institutions are not security authorities, and they cannot be required to bear responsibilities that exceed their powers and capabilities, nor can parents be burdened with the responsibility for decisions they have no authority to make."

It called on "all schools under its umbrella not to make their schools available to the Ministry of Education as official exam centers, and not to sign any pledge or commitment that would transfer responsibility to them, unless they receive a formal, written, and signed commitment from the Ministry of Education under which it assumes full legal, administrative, and security responsibility for conducting official exams and the safety of candidates and workers."

The Syndicate also stressed that "the safety of students, parents, and workers in the educational sector is a non-negotiable priority, and any decision to hold exams must be accompanied by the official authorities assuming full responsibility for its results and repercussions."
