The Lebanese Energy and Water Ministry has clarified a land use dispute in Afaqha, where preliminary approvals for property access were revoked due to unauthorized occupation of public riverland.

Issued by the media office of the Ministry of Energy and Water:
"Mr. Mhd and Mr. Hussein Ali Zaytoun obtained two preliminary approvals on January 11, 2024 and April 15, 2024, respectively, for passage across parcel number 24 in the Afaqha real estate area in Jbeil District, after submitting a request registered under number 928/2023 dated July 31, 2023, seeking occupancy of part of the public riverland along the Ibrahim River in the Afaqha real estate area in Jbeil District for passage purposes to the parcel.
However, after it was not proven that parcel number 24 belongs to them, and upon discovering that the area is being used for purposes other than passage and citizens are being blocked from accessing a public facility, Minister of Energy and Water Joudeh Sadi issued a decision numbered 238/Q.W. dated August 31, 2026, canceling the two preliminary approvals and demanding that the brothers Zaytoun remove all encroachments and restore the situation to what it was prior to the violations.
