Goalkeeper exception and competitive balance
A special provision applies to goalkeepers: any keeper on the final 26-player list may be replaced by another from the preliminary squad at any point during the tournament if a serious injury or health condition prevents them from playing. FIFA stated the rules aim to strike a balance between competitive fairness and offering teams limited flexibility to handle emergencies, without opening the door to alterations that could undermine the integrity of the competition.
