French prisons have recorded an unprecedented historical level in the number of inmates. The number of detainees exceeded the threshold of 88,000 people by April 2026. These figures come according to official data issued by the French Ministry of Justice. Accordingly, the overcrowding crisis is worsening in a way that places authorities before difficult legal and humanitarian challenges.

Record numbers and alarming annual increase

Firstly, the number of prisoners reached 88,145 people at the beginning of last month. This figure represents an increase of approximately one thousand additional prisoners compared to the previous March alone. Moreover, the annual percentage of detainees has risen by about 6.3% since April 2025. On the other hand, the capacity of facilities increased by only a small percentage of 1.6%. Consequently, the gap between the number of inmates and available places portends a real disaster.

Overcrowding rates exceeding maximum limits

In addition, the overall overcrowding rate in prisons reached 139%. The danger is particularly acute in remand centers (detention houses). The occupancy rate there reached a shocking figure of 171%. As a result, prisons are forced to place inmates in conditions that do not comply with international standards. Consequently, France ranks third among the EU countries most suffering in its correctional system.

Repeated human rights condemnations for Paris

On the other hand, France has faced continuous condemnations from the European Court of Human Rights. The Court considered that detention conditions violate European conventions related to human dignity. Indeed, the Court believes that Paris has not made sufficient efforts to address the crisis systematically. Despite government promises, solutions remain slow compared to the rapid increase in the number of convicts. Indeed, this situation puts the reputation of the French judiciary at stake internationally.

Future of the French correctional system

Finally, this record number reflects enormous pressure on governmental and security resources. The rapid growth in the number of inmates requires huge investments in building new prisons. In addition, there is a need to activate alternatives to custodial sentences to reduce this congestion. Accordingly, the prison crisis will remain a hot topic on the French political agenda during the current year.
