Bahrain and the US have submitted a draft UN resolution, backed by five Gulf states, demanding Iran halt attacks and allow a humanitarian corridor in the Strait of Hormuz.

A draft resolution submitted to the United Nations Security Council on Thursday calls for an immediate end to Iranian attacks and threats against commercial shipping in the Strait of Hormuz. The proposal, presented jointly by Bahrain and the United States, also seeks the establishment of a humanitarian corridor to ensure the safe passage of aid through the strategic waterway.
The initiative is backed by the United Arab Emirates, Qatar, Kuwait, and Saudi Arabia. Bahrain’s UN Ambassador Jamal Al-Rowei, speaking alongside envoys from the four other Gulf states and US Ambassador Mike Waltz, described the strait as vital to the stability and prosperity of the Gulf region and the global economy. He warned of the gravity of recent developments and stressed the need for collective action to keep the passage secure and open.
Draft resolution 2817 calls on Iran to immediately cease all hostilities and threats against merchant and trade vessels. Ambassador Al-Rowei stated that normalizing such practices is “unacceptable.” The text further demands that Tehran:
The proposal is grounded in the principle of freedom of navigation as defined by international law and the United Nations Convention on the Law of the Sea. It also addresses participation in UN-led efforts to create a humanitarian passage in the strait.
Al-Rowei said the initiative reflects a strong commitment to regional security, multilateral cooperation, and the peaceful resolution of disputes. He expressed hope for constructive work with all Security Council members to finalize the text and secure the broadest possible backing.
US Ambassador Mike Waltz confirmed that the resolution also demands Iran cease planting mines and stop levying unlawful charges in the waterway. The draft is part of broader efforts, supported by Arab Gulf states, to ensure navigational security and resolve the crisis peacefully.
