Iran's Tasnim news agency revealed the key provisions of the proposed agreement between Washington and Tehran, which U.S. President Donald Trump is expected to decide on, either approving or rejecting it.

According to the agency affiliated with the Revolutionary Guard, Washington may commit during the negotiation period to lifting or suspending the oil sanctions imposed on Tehran, allowing Iran to sell its oil during this phase without the restrictions related to sanctions.

The agency said that the initial agreement, if both parties agree to it, will begin with the announcement of a Memorandum of Understanding (MOU) that includes affirming the end of the war on all fronts, including Lebanon, with Israel, as an ally of the United States, committing to ending military operations there according to the terms of the understanding.

The memorandum sets 30 days for measures related to the Strait of Hormuz and ending the blockade imposed by Washington on Iran, and also stipulates setting a 60-day period for holding talks on the nuclear file.

According to the agency, the United States will lift the sanctions imposed on Iranian oil under the memorandum of understanding.

The agency pointed out that "Iran has not yet accepted any measures related to its nuclear file," and added that Tehran stressed, based on previous experiences it described as "bad" due to other parties' failure to comply with their commitments regarding the release of funds, that any initial memorandum of understanding will be conditional on releasing part of these assets in a way that allows Iran direct access to and benefit from them.

The agency quoted sources as saying that the United States tried during the past weeks to link the release of these funds to reaching a potential final agreement on the nuclear file, but the Iranian side insisted on the necessity of releasing part of them immediately upon the announcement of any initial understanding.

According to the agency's sources, Iran also demanded a clear mechanism for releasing the remaining assets during the course of the negotiations, and warned that it would reconsider future talks if Washington returned to obstructing the financial release process.

It also indicates allocating a period extending for 30 days to implement measures related to the naval blockade and the Strait of Hormuz, coinciding with the launch of a 60-day negotiation period to discuss the Iranian nuclear file.

It confirmed that Iran has not yet agreed to take any steps or commitments related to its nuclear program in the current phase of the understandings.

The agency also revealed that the initial understanding between Iran and the United States indicates that part of the frozen Iranian assets must be released in the first phase, if an agreement is reached between the two sides.

Strait of Hormuz

Regarding the Strait of Hormuz, the agency mentioned that the initial understanding "does not include returning the Strait of Hormuz to its pre-war status," contrary to what Trump and some Western media outlets have spoken about.

The agency quoted "informed sources" as saying that "any potential understanding only stipulates returning the number of ships transiting through the strait to the levels that existed before the outbreak of the war, over a period extending to 30 days, without a full return to previous transit mechanisms."

Tasnim added that Iran insists on exercising what it described as its "sovereign rights" over the Strait of Hormuz, confirming that details of the measures and management mechanisms will be announced later.

The agency pointed out that lifting the "naval blockade" is a fundamental condition in the understanding, and explained that naval restrictions must be completely ended within 30 days, otherwise no changes will be made to navigation traffic in the strait.

It also confirmed that any modification to the ship passage mechanism will remain conditional on the United States implementing the rest of its obligations contained in the potential memorandum of understanding between the two parties.
