Brigadier General Yadollah Javani announced transformative military doctrine shifts and warned adversaries of strategic surprises, citing the new IRGC commander’s decree and Iran’s current war conditions.

Brigadier General Yadollah Javani, Deputy Commander of Iran’s Islamic Revolutionary Guard Corps (IRGC), declared that Iran’s armed forces have adopted “transformative approaches” in their military doctrine and issued a direct warning to adversaries about forthcoming “strategic surprises.”
Javani made the remarks while commenting on the recent appointments of senior commanders across Iran’s armed forces. He stated that all newly appointed leaders “form the bedrock of defense against the aggressive war waged by the Saddam Hussein regime against Iran from 1980 to 1988” and are “among the finest cadres of the people.” Each, he added, “has passed the test—particularly during the period when top commanders were killed and these individuals assumed responsibility in their stead.”
Referring to the official decree appointing Brigadier General Ahmad Vahidi as the new IRGC commander, Javani said—according to the Iranian news agency IRNA—that “key phrases in the decree reaffirm the requirements of current circumstances.” He described the decree as “a reorganization, modernization, and development of the Islamic Republic’s defensive doctrine, aligned with present conditions and taking into account the ongoing war imposed upon us.”
Javani emphasized that the decree appointing Vahidi, alongside what he termed the “maximum deterrence” phase, establishes a new orientation: “From now on, every action we undertake—even if defensive in nature—must take an offensive form.”
He elaborated: “Since we are in the midst of war and the enemy seeks opportunities, it must learn from this decree and its messages that our armed forces will adopt transformative approaches. Our movements are defensive—but may also assume an offensive character. This is one of the revolutionary orientations of the armed forces.”
Javani concluded his political affairs statements with an explicit warning: “The enemy must know it cannot carry out surprise operations—and must anticipate strategic surprises. This is one of the revolutionary orientations outlined in the new orders issued to commanders.”
