Mohamed Baqer Qalibaf, Iran's Parliament Speaker and chief negotiator, stated that the Strait of Hormuz will not return to its previous state but emphasized that Iran does not intend to act contrary to international law.

He noted that Iranian laws do not prohibit the presence and investment of American companies within the country.

Qalibaf explained that the memorandum of understanding includes the establishment of a $300 billion investment fund aimed at reconstruction and development, with Article 13 specifying that the implementation of commitments will follow a step-by-step approach.

He remarked, “The United States does not admit to being the aggressor in order to avoid paying compensation.”

Qalibaf added that Iran holds sovereign rights over the Strait of Hormuz as a coastal state.

He pointed out that the memorandum confirms Iran will receive payments for services provided to ships passing through the Strait of Hormuz.

Emphasizing priorities, Qalibaf stated that the first article of the memorandum, which calls for ending hostilities on all fronts, must be implemented before proceeding to other provisions. He stressed the need to extend the ceasefire from Beirut’s southern suburbs to all regions of Lebanon.

He announced ongoing efforts to reach a final agreement with Washington within the 60-day period set after signing the memorandum of understanding.

Qalibaf commented, “Even if a final agreement is reached and approved by the Security Council, it remains untrustworthy, and our guarantees lie in our strength.”

He added, “We will clarify the details of the memorandum with the United States after its official signing by the end of the week.”
