North Korea and Russia Hold Third Strategic Dialogue in Moscow

On Tuesday, the Korean Central News Agency reported that North Korean Foreign Minister Choe Son Hui and her Russian counterpart Sergey Lavrov held their third strategic dialogue in Moscow on Monday.

The two ministers reached a consensus on all issues discussed, with the talks concentrating on the implementation of the comprehensive strategic partnership treaty signed in June 2024, according to Agence France-Presse.

Russia expressed its full support for the measures North Korea has taken to confront what the Korean Central News Agency described as hostile acts threatening North Korea's status, development rights, sovereignty, and security interests.

North Korea, in turn, reaffirmed its unwavering support for Moscow's policies aimed at eliminating what it termed the "root cause" of the conflict in Ukraine and defending Russia's sovereignty and territorial integrity.

Russia characterizes its 2022 war on Ukraine as a response to NATO's expansion and threats against Russian-speaking populations, claims that Kyiv and its allies reject as pretexts for an unjustified war.

North Korea's Nuclear Program and Diplomatic Exchanges

The Kremlin announced that Choe met with Russian President Vladimir Putin on Sunday, conveying greetings from North Korean leader Kim Jong Un. The Korean Central News Agency confirmed this meeting in a separate report on Tuesday.

The foreign ministers also discussed high-level visits, cooperation plans, and diplomatic coordination on major international issues.

Military Cooperation and Future Visits

North Korean forces assisted Russia in repelling a significant Ukrainian incursion in Russia's western Kursk region that began in 2024.

Under a defense agreement between the two countries, North Korea deployed approximately 14,000 soldiers to fight alongside Russian forces in Kursk.

Analysts are monitoring for signs that Choe's visit might pave the way for another trip to Russia by North Korean leader Kim Jong Un, who last traveled there for a summit with Putin in 2023.

During their summit in Pyongyang in June 2024, Putin invited Kim to visit Russia again.
