North Korea declares it is no longer bound by any treaty limiting its nuclear capabilities, coinciding with a major UN review conference.

North Korea has declared itself free from any commitment that restricts its nuclear capabilities, a move announced Thursday by the state-run Korean Central News Agency. The statement coincides with the ongoing Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) at the United Nations headquarters.
Kim Song, Pyongyang’s permanent representative to the United Nations, was quoted by the agency as accusing the United States and certain other nations of "spoiling the atmosphere" at the NPT review conference. He attributed this to Washington’s decision to raise the issue of his country’s nuclear weapons during the proceedings.
Speaking at the 11th NPT Review Conference, Song insisted that North Korea’s status as a nuclear-armed state "does not change according to the rhetoric or the unilateral wishes of outside parties."
