US Peace Council to Offer Cash Rewards to Hamas Fighters Surrendering Weapons in Gaza

The US Peace Council is developing a plan to disburse financial incentives to individuals affiliated with Hamas in Gaza who hand over their weapons and commit to ceasing hostilities, according to Israel’s public broadcaster.

This initiative—still under formulation—includes a “weapons buyback program” open to those willing to relinquish arms, formally renounce violence, and agree to future monitoring.

Estimates indicate that weapon surrenders would trigger payments amounting to several thousand US dollars per individual, along with enrollment in a dedicated rehabilitation program tailored for participants.

Legal Framework and Weapon Collection Priorities

The 20-point plan proposed by US President Donald Trump, alongside a separate 15-point agreement document with Hamas, addresses firearms possession under Palestinian law.

That law mandates licensing for all firearms—including handguns—and the plan prioritizes the collection of Kalashnikov-pattern rifles.
