Syrian Finance Minister Muhammad Yaser Barni confirmed the World Bank has endorsed Syria’s 2026 reforms and approved higher IDA grants for fiscal year 2027 under its Sustainable Development Finance Policy.

Syrian Finance Minister Muhammad Yaser Barni announced that the World Bank has formally recognized the successful implementation of Syria’s economic reforms for fiscal year 2026 and approved an increase in grant allocations from the International Development Association (IDA) for fiscal year 2027.
In a statement issued last Sunday, Barni said the World Bank had completed its review of Syria’s Programmatic Policy Actions (PPAs) for fiscal year 2026. The assessment was conducted under the IDA’s Sustainable Development Finance Policy (SDFP). According to the minister, the Bank confirmed “satisfactory implementation” of agreed-upon measures in two key areas: public debt sustainability and debt management, as well as transparency.
Barni added that, in recognition of this outcome, Syria will receive the performance-based incentive designated for fiscal year 2027 under the SDFP framework. This incentive directly results in higher IDA grant allocations for the same fiscal year.
The minister stated that the Bank’s endorsement reflects the Syrian government’s commitment to strengthening public financial management, institutionalizing transparency principles, and carrying out reforms aimed at ensuring fiscal sustainability and supporting Syria’s broader economic recovery.
