The Public Relations Directorate of the National Social Security Fund announced in a statement that over the past two years, the Fund has managed to consolidate its presence and restore insured persons' trust in its role, through improving social and health benefits for them, as well as through constant oversight, responding to citizens' complaints, and the actual and immediate action of its specialized departments to uncover violations and pursue their perpetrators.

In this context, a lady filed a complaint of fraud and swindling with the Fund against Rabih Muhammad Qubaisi and Ali Issam Ali, stating that they forged service certificates, schedules, and company registration certificates. Immediately thereafter, the Director General of the Fund, Dr. Muhammad Kirkie, instructed the Administrative Inspection Directorate to conduct the necessary investigations, which confirmed the content of the complaint.

Accordingly, under the direction of the Director General, the Litigation Department of the Fund filed a criminal indictment before the Financial Public Prosecution against Rabih Muhammad Qubaisi, and anyone who appears in the investigation as a perpetrator, accomplice, or intervener in crimes of forgery, use of forged documents, and fraud. The lawsuit was registered on 28/10/2026 under number 2622.

Kirkie affirmed that "the succession of news about investigations, prosecutions, and indictments is not repetition, but proof of continuous work and firm will in follow-up and accountability, and that every serious complaint reaching the Fund is subject to scrutiny and investigation, to take the necessary measures and procedures to suppress and correct violations, as well as refer them to the competent judiciary when needed."
