15 Months Without Inspection: Iran's Nuclear Program 'Disappears' from IAEA Oversight

The Director General of the International Atomic Energy Agency (IAEA), Rafael Grossi, said on Monday that the agency is completely lacking any information or insight regarding Iran’s nuclear program since at least June 2025.

Speaking before the Board of Governors, Grossi said: "As stated in the report, the Agency has received no information from Iran about the status of its declared nuclear materials or facilities, nor has it been able to access any of those facilities to carry out on-site verification activities."

He added: "As a result, the Agency has been unable to fulfill its responsibilities related to nuclear non-proliferation safeguards—under the safeguards agreement linked to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)—at Iran’s declared nuclear facilities."

Grossi continued: "Consequently, we have been unable to verify the status of those facilities and associated nuclear materials for safeguards purposes; therefore, I am also unable to provide a report on Iran’s compliance with relevant provisions contained in United Nations Security Council resolutions or Board of Governors resolutions issued last November and this June."

Referring to the conflict between Israel and Iran last year, Grossi said: "More than a year has passed since the Agency lost continuity of knowledge regarding previously declared stocks of low-enriched uranium (LEU) and high-enriched uranium (HEU)—enriched up to 60% uranium-235—located at declared nuclear facilities that were targeted by military attacks in June 2025."

He added: "The Agency’s lack of information about these facilities and associated nuclear materials, and our inability to conduct verification activities there, represent a grave concern regarding nuclear proliferation," emphasizing that "this situation requires urgent attention," in his words.
