Israeli defense circles are formally reactivating plans for a domestically built fighter jet—dubbed “Lavi 2.0”—citing U.S. policy uncertainty, rising Turkish F-35 deliveries, and strategic autonomy concerns.

Israeli decision-making circles in both the military and political spheres have reached a deep consensus on the need for relative strategic independence from Washington’s arms supply policies—a shift accelerated by recent U.S. moves to potentially deliver F-35 fighter jets to Ankara. This development has triggered broad official reactions in Tel Aviv and reinforced calls for an indigenous air combat capability.
A new study published by the Begin-Sadat Center for Strategic Studies, authored by researcher David Rodman, confirms that Israel is executing a long-term plan to expand its domestic military industrial base, specifically to reduce reliance on foreign weapons systems. While current efforts focus heavily on munitions, electronic warfare systems, and cyber defense, the study stresses that the absence of sovereign “command platforms”—particularly combat aircraft—poses severe national security risks, especially given growing doubts over the continuity of future U.S. fighter jet deliveries.
These concerns stem directly from emerging military realities, including the confirmed possibility of U.S. transfers of F-35s to Turkey. That scenario has solidified among Israeli decision-makers the perception that maintaining Israel’s qualitative military edge is no longer an absolute U.S. political priority. Instead, American officials are prioritizing direct financial and economic interests—and show no intention of abandoning the Turkish F-35 deal solely to alleviate Israeli anxieties.
The strategic study identifies three principal factors behind the renewed push for “Lavi 2.0.” First, evolving U.S. domestic politics: rising influence of radical currents within both the Democratic and Republican parties that oppose unconditional support for Israel could jeopardize future arms deals—or impose restrictive conditions—regardless of existing commitments to supply upgraded F-35s and F-15s.
Second, Israel’s enhanced domestic economic and technological capacity. Unlike the 1980s—when the original Lavi program was canceled under direct U.S. pressure—Israel now possesses a more robust economy and industrial foundation. Israeli defense firms already manufacture critical components for the F-35, including wings and advanced helmet-mounted display systems.
Third, the projected high financial cost of procuring U.S.-made fighters, compounded by major political divisions inside the Knesset over budgetary frameworks and strategic spending priorities.
The “Lavi” project—Hebrew for “lion”—remains one of the most controversial defense initiatives in Israeli history. It aimed to design and produce a fourth-generation multirole fighter entirely within Israel, led by Israel Aerospace Industries (IAI), with the dual objectives of replacing aging combat aircraft and achieving full air force operational autonomy.
Conceptual work began after the October 1973 War and gained momentum in the late 1970s. The Israeli Air Force leadership recognized the dangers of total dependence on external suppliers—especially following France’s aerial arms embargo imposed after the 1967 War.
Prototype development proceeded successfully: initial flight tests commenced in 1986 and demonstrated high performance, drawing praise from international aviation experts. Yet despite this technical achievement, the program collapsed under intense U.S. economic and political pressure. In August 1987, the Israeli government voted to cancel the project—by a single vote.
Current advocacy for “Lavi 2.0” reflects a broader atmosphere of strategic uncertainty surrounding the U.S.-Israel alliance. Even if treated as an emergency contingency plan, the initiative signals the Israeli security establishment’s determination to guarantee independent aerial deterrence and freedom of military action—unconstrained by political fluctuations inside Washington corridors, according to assessments by Israeli analysts and researchers.
