President Sisi has issued a series of decisions that include promotions and the appointment of a new leadership structure for the National Authority for Crisis and Emergency Management, aiming to enhance the country's crisis management system.

At the forefront of these decisions is a presidential decree promoting Major General Mohamed Abdel Rahman Basyouni Salem Rabie to the rank of Lieutenant General, effective from July 9, 2026.

In connection with this, President Sisi assigned Lieutenant General Mohamed Abdel Rahman Basyouni, formerly head of the Armed Forces Operations Authority, to assume his new role as head of the National Authority for Crisis and Emergency Management.

To ensure coordination among various agencies, the decree also appointed Major General Hani Mahmoud Sayed Mansour, Director of the Signal Corps in the Armed Forces, as Deputy Head of the National Authority for Crisis and Emergency Management.

The appointments extended to security agencies as well, with Major General Sameh Nabil Youssef from the Ministry of Interior being named Assistant to the Head of the Authority.

All these decisions take effect from July 9, 2026, reflecting the state's focus on improving rapid response mechanisms and emergency management with a team combining military and security expertise.
