Mohamed Hamdan Dagalo, known as Hamidti and commander of Sudan’s Rapid Support Forces, has declared the establishment of a Security and Defense Council within the "Tasis" government coalition as a preliminary step toward forming a new national army.

The Tasis government’s Sovereign Council issued a statement confirming that Hamidti decided to form this council until a law is enacted defining its composition and responsibilities.

The council’s duties include preparing strategic plans and policies for national security and defense, approving a plan to establish a new national army with a modern combat doctrine, whose core will consist of the Rapid Support Forces, the Popular Movement–North, and other movements that signed the Sudanese Founding Charter.

The council’s mandates also cover drafting policies to achieve international peace and security, combating terrorism, organized and cross-border crime, and illegal immigration. Additionally, it will approve the overall plan for establishing the police forces and the security and intelligence apparatus.

According to the decision, Hamidti will chair the Security and Defense Council, with the Sovereign Council’s Vice President, Abdelaziz Al-Hilu, serving as deputy chair. Membership includes the Prime Minister; ministers of defense, finance, foreign affairs, interior, and justice; directors of police, security, and intelligence; as well as the heads of military intelligence and general intelligence.

The decision also stipulates that the council may be dissolved by a Sovereign Council resolution if its responsibilities conflict with provisions of the forthcoming law regulating its future operations.

Since July 2025, the Tasis coalition has been forming government institutions, starting with the Sovereign Council headed by Hamidti and the Council of Ministers, followed by other bodies such as the Currency Council.
