TotalEnergies to Launch Offshore Oil, Gas Production in Suriname by 2028

Suriname is set to commence its first-ever offshore oil and gas production by mid-2028, as confirmed by Anand Jagessar, chief executive officer of the state-owned company StatSoli. Speaking at an event in Paramaribo on Saturday, Jagessar stated that TotalEnergies — the French energy firm — along with its partners in the Gran Moruga offshore oil and gas project, are advancing toward that timeline. The project carries a total investment cost of $12 billion.

Suriname’s Energy Transition Ambition

Jagessar emphasized the broader national significance of the initiative, declaring: “Together, we are not only developing an energy project — we are writing a new chapter in Suriname’s history.” The country aims to follow the path of its neighbor Guyana, which has rapidly emerged as a major oil producer through internationally led offshore developments.

First Production Still Pending Despite Discoveries

Although multiple offshore oil and gas discoveries have been made in Surinamese waters since 2019, the nation has yet to begin commercial production from any of these finds. Suriname remains in the pre-production phase for all its offshore hydrocarbon resources.

Estimated Resource Base

Wood Mackenzie assessed Suriname’s discovered resources in 2024 at more than 2.4 billion barrels of oil and related liquids, alongside over 12.5 trillion cubic feet of natural gas.

Investment Progress So Far

Patrick Pouyanné, chairman and chief executive officer of TotalEnergies, noted that the consortium — comprising TotalEnergies, StatSoli, and A.P. Moller–Maersk’s subsidiary A.P.A. Corp — has already spent approximately 50 percent of the total planned investment for the Gran Moruga project. This development will be the first offshore field brought online from Suriname’s extensive offshore resource base.
