Ministry of Energy Clarifies Decision on Solar Panel Installation Regulations!

The Ministry of Energy and Water clarified the confusion surrounding certain provisions of the joint decision regulating the installation of solar panels with a production capacity below 1.5 megawatts, confirming that the decision is temporary and does not impose additional costs on citizens.

The ministry's media office stated in a press release that today's decision issued by the Ministries of Interior, Municipalities, Public Works, Transport, Energy, and Water establishes a unified framework for regulating the installation of solar panels with a production capacity below 1.5 megawatts.

The ministry explained that work on preparing the decision began prior to the establishment of the Electricity Sector Regulatory Authority, and according to Article 1 of the decision, it remains in effect "until the procedures and standards concerning this matter are issued by the Electricity Sector Regulatory Authority, in accordance with Article 26 of Law No. 462/2002 on the Regulation of the Electricity Sector."

The ministry emphasized that the decision becomes null and void immediately upon the issuance of the mechanism currently being developed by the Electricity Sector Regulatory Authority.

Regarding required documents, the ministry clarified that obtaining a responsibility declaration issued by engineers, along with a land use and planning certificate, was previously required but has not been introduced by the new decision.

It stressed that the decision does not impose any additional costs on citizens.

As for other technical or administrative procedures, the Ministry of Energy and Water pointed out that inquiries should be directed to the Ministries of Interior, Municipalities, Public Works, and Transport, as these fall outside the scope of authority of the Ministry of Energy and Water.

This clarification follows the issuance of a joint decision by the three ministries, aimed at establishing a unified framework for regulating small and medium-sized solar energy systems until the Electricity Sector Regulatory Authority finalizes its mechanisms and standards for this sector.
